OK, I am from Tamil Nadu and I saw village women wear the sari without a blouse. It makes them look incredibly hot.
As for your second question, apparently Dravidians were a lot of people very liberal until the Aryans came from Europe, and we have imposed their sensitivities. More prudist movement in Europe. If you are a different race, I hope you're not offended!
